A bipartisan bill has been introduced in the US Senate to streamline procedures for faster delivery of ammunition to Ukraine.

This was reported by the press service of Senator Tim Kaine, according to RBC-Ukraine.

The initiators of the bill are Democratic Senator Tim Kaine from Virginia and Republican Senator John Cornyn from Texas. The document is titled the “Accelerating European Investment in Ukraine’s Defense Act.”

The bill’s authors state that its adoption will ensure more stable and timely deliveries of large quantities of ammunition needed by Ukraine to counter Russian aggression.

Furthermore, the document is intended to encourage European allies to increase investments in supporting Ukraine and expand the production capabilities of the US defense industry.

“Ukrainians have demonstrated incredible resilience and adaptability on the battlefield, and I am proud that since the beginning of the war, the United States, NATO, and our other partners have united to support Ukraine’s defense in the face of Putin’s brutal invasion,” Kaine emphasized.

The senator then explained that the proposed mechanism would allow for more effective support for Ukraine through closer cooperation with allies and accelerated transfer of necessary ammunition.

In turn, John Cornyn stated that the current arms export approval system is too slow, causing delays in critically important supplies for the Ukrainian military.

“Our common-sense bill will cut through bureaucratic red tape to expedite the process for our allies to acquire and transfer certain munitions to Ukraine,” he added.

The bill proposes amendments to the US Arms Export Control Act (AECA). Specifically, it suggests introducing a pre-approval mechanism for the procurement and transfer of certain types of ammunition to Ukraine by NATO countries and other partners until December 31, 2030, with the possibility of extending the mechanism until 2035.

These types of weaponry include:

  • 155mm artillery shells;

  • Extended-range 155mm Excalibur artillery shells;

  • Ammunition for the HIMARS high-mobility artillery rocket system;

  • Ammunition for the GMLRS guided multiple-launch rocket system.

At the same time, the document preserves the existing requirements for end-use monitoring of weapons. Ukraine will also be required to provide written guarantees that it will not transfer these munitions to third parties without US consent.

Recall that NATO allies are preparing to adopt new decisions regarding long-term support for Ukraine.

Earlier, it was reported that NATO allies intend to demonstrate unity in the face of threats and significantly strengthen support for Ukraine.
