The demise of Republican Senator Lindsey Graham has dealt a significant blow to key US allies, including Ukraine. In a situation where Kyiv is struggling to find leverage with Trump, losing such an ally is critical.

What Lindsey Graham’s Loss Means for Ukraine
Graham remained one of the most effective champions of Ukraine’s interests in the White House. In the final three days of his life, the senator from South Carolina managed to meet with Ukrainian President Volodymyr Zelenskyy, tour drone production facilities in Ukraine, and agree with his Senate colleagues on advancing a new bill for sanctions against Russia.
This marked Graham’s tenth visit to Ukraine during the full-scale war. Throughout Donald Trump’s second term, Graham consistently worked to maintain American military support for Kyiv, even amidst Zelenskyy’s challenging relationship with Trump.
Prior to his trip to Kyiv, the senator participated in a NATO summit in Turkey, where he worked to smooth over differences between the alliance members and the US President.
Now, Ukraine and its European partners must seek fresh backing in Washington. This will not be an easy task. Graham possessed a unique combination of skills: proximity to Trump, the ability to collaborate with Democrats in the Senate, and deep connections with foreign leaders.
Graham remained a steadfast advocate for an interventionist foreign policy. Notably, he was among those urging Trump to support Israel in its conflict with Iran.
For Volodymyr Zelenskyy, the senator served as a crucial bridge in dialogue with the White House, particularly given Trump’s frustration over his inability to fulfill his campaign promise of ending the war in Ukraine in a single day.
The senator’s passing occurred at a time when Ukraine was urging allies to provide more air defense systems to counter Russian ballistic missile attacks. Last week, Trump assured that Ukraine would receive a license to produce such missiles.
Volodymyr Fesenko, head of the Penta Center for Applied Political Studies, notes that Graham played a role as one of Ukraine’s key lobbyists within Trump’s circle, though not always successfully.
“Trump didn’t always listen to Graham, as he didn’t have the same influence as, for example, special envoy Witkoff. Now we face a problem: are there other players similar to Graham who hold strong positions in the Senate and have access to Trump?”
In Europe, the senator was also viewed as a figure with significant influence on the White House – not only regarding support for Ukraine but also in intensifying pressure on Russia. According to sources familiar with the views of European leaders, Graham belonged to a small group of high-ranking Republicans who possessed a deep understanding of foreign policy. Graham emphasized the importance of NATO.
“Here’s what we should remember about Lindsey and Ukraine: he wanted to save as many Ukrainian lives as possible because he understood what we all know: Russia was the aggressor, and Putin was trying to commit genocide against Ukrainians. And Lindsey Graham wanted to stand in the way of that and say, ‘Absolutely not, not on my watch.’ And he encouraged President Trump to be as involved as possible,” said Senator Tim Scott, who represents South Carolina alongside Graham.
Following the news of Graham’s death, several Democratic senators called for the swift passage of the bill to strengthen sanctions against the Russian Federation, viewing it as a tribute to Lindsey Graham’s memory.
“I will forever remember our last long conversation this weekend when he was excited about reaching an agreement on our bill for sanctions against Russia and said, ‘This is a damn important deal – we all worked wonderfully well together,'” said Senator Richard Blumenthal.
