ISW analysts emphasize that the Kremlin intended to force Ukraine into capitulation, but something went wrong.

Kremlin propaganda about the supposed collapse of the Armed Forces of Ukraine on the battlefield has failed. The USA stated that Ukraine has an advantage on the front, and Russia is brazenly manipulating the negotiation topic.
This is stated in a report by the Institute for the Study of War (ISW).
The United States has refuted the claims of the “fuhrer” of the Russian Federation, Volodymyr Putin, about “secret agreements” between Washington and Moscow during the summit in Alaska in August 2025.
USA exposed Russia’s lie
US Secretary of State Marco Rubio confirmed that the Russian Federation and the USA did not reach any agreement on stopping Russia’s war in Ukraine in Anchorage. According to him, there was only a “proposal,” but the parties did not reach an agreement during the summit, as, among other things, Moscow’s “proposal” included Russian control over Donbas.
It should be noted that Kremlin officials and the “fuhrer” himself have repeatedly stated that Russia will only negotiate on the basis of alleged agreements reached at the summit in Alaska. However, Rubio denied their existence.
“Russian officials regularly refer to alleged ‘Anchorage agreements’ to promote narratives about Russia’s readiness for negotiations, despite the absence of public statements after the summit,” the ISW report states.
USA shattered the Kremlin’s myth
American analysts emphasize that the Russian cognitive warfare narrative is aimed at portraying Ukrainian front lines as collapsing. However, the Kremlin’s statements have so far failed to convince Ukraine’s partners to capitulate to Russia’s demands.
In particular, US President Donald Trump and Deputy Secretary of State Jeremy Levin recently stated that Kyiv currently has an advantage on the battlefield, demonstrating that Moscow has not managed to convince the US that the Ukrainian front lines are collapsing. Additionally, Levin stressed that Ukrainian long-range strikes on Russian oil infrastructure increase the cost of the war for Russia and force it to divert resources from the front lines.
“Kremlin officials regularly make statements, exaggerate Russia’s tactical achievements, and provide false evidence as part of broader cognitive warfare efforts to portray Ukrainian front lines as collapsing—a coordinated campaign to pressure Ukraine and its partners into capitulating to Russia’s demands in negotiations,” the report states.
At the same time, successful long- and medium-range strike campaigns by the Ukrainian Defense Forces against military facilities and energy infrastructure of the Russian Federation in the occupied territories and in the regions of the aggressor country, as well as tactical achievements of the Armed Forces of Ukraine in several directions in the winter and spring of 2026, are destroying the Kremlin’s narrative of portraying a Russian victory as inevitable.
We remind you that recently, the “fuhrer’s” assistant, Yuri Ushakov, cynically stated that the aggressor country, the Russian Federation, **will fight “to the last Ukrainian.”** He also accused European countries, claiming their actions allegedly nullify the US-Russia summit in Anchorage.
Furthermore, Kremlin representative for economic cooperation, Kirill Dmitriev, claims that a **”realistic solution” to the war is on the table.** He described the RF’s position in the so-called “settlement in Ukraine” as “clear and consistent.” In particular, he cynically stated that Ukraine must withdraw from Donbas.
